STATUTE XIII -- HEADQUARTERS
SECTION 1: The Bureau of Finance of the Central Office of Phi Chi shall consist of the Chairperson of the Executive Trustees, the Grand Presiding Senior and the Grand Secretary-Treasurer. The Grand Secretary-Treasurer shall be the receiving and disbursing officer of this bureau.
The duty of the Bureau of Finance shall be to supervise the finances of the National Fraternity, formulate a budget and authorize extraordinary expenditures not provided for by the Grand Chapter in convention assembled or the Statutes.
