STATUTE VIII -- PUBLICATIONS
SECTION 1: The Phi Chi CHRONICLES as the Fraternity's official publication, shall be devoted primarily to the interests of the members and chapters of the Fraternity and, secondarily, to the Greek fraternity world in general.
(a) The Phi Chi CHRONICLES shall be published at such times as judged appropriate by the Executive Trustees or the Editor-in-Chief. An issue shall always be published as soon as is practical following a session of the Grand Chapter.
(a) Members of active chapters shall be entitled to receive the CHRONICLES. Distribution to active members shall be by bulk mailing. The Secretary of each chapter shall requisition from the Editor-in-Chief the number of CHRONICLES required by the chapter. These will be supplied provided the chapter has complied with all its obligations relative to the CHRONICLES' publication.
(b) Each chapter shall submit a chapter report detailing its activities for each issue of the CHRONICLES.
(c) In the event a chapter fails to submit a chapter report for an issue of the CHRONICLES, only five (5) copies of that issue shall be sent to the chapter.
(d) For alumni members, delivery of the CHRONICLES shall be made by mail and shall begin with the first issue following graduation, provided each alumnus supplies a correct mailing address to the Editor-in-Chief. Continued mailings are dependent on the submission of correct mailing addresses to the Editor's Office.
(e) Associate members may receive the CHRONICLES provided they have fulfilled the same obligations as other members and maintain correct mailing addresses.
(f) Should a member withdraw from medical school before graduation, continued receipt of the CHRONICLES shall be only upon the member's specific request sent to the Editor's Office.
(g) Former members of the Fraternity who have resigned or been expelled for any reason, shall forfeit all rights to continued mailings of the CHRONICLES.
SECTION 3: The Phi Chi DIRECTORY, in addition to being a catalogue of members of the Fraternity, shall also contain, if practical, a condensed history of the Fraternity, basic historical data on each chapter chartered, a chronological history of Grand Chapter meetings and their members, major Grand Chapter enactments and such other items as the Editor-in-Chief may direct as deemed essential for the information of the members.
(a) The DIRECTORY shall be published only at such times as the Grand Chapter or the Executive Trustees may direct.
(a) There shall be created the office of Senior Associate Editor of Publications who shall be a member of the Grand Chapter with his/her expenses paid to its meetings. The Senior Associate Editor shall be appointed by the Editor-in-Chief and approved by the Executive Trustees.
(b) The Senior Associate Editor shall be the first assistant to the Editor-in-Chief, who shall assign duties and responsibilities. In the event of the disability of the Editor-in-Chief, the Associate Editor shall issue the Phi Chi CHRONICLES, Phi Chi DOODLEBUG QUARTERLY, and any pending publications. Should a vacancy exist because of resignation, death or permanent disability of the Editor-in-Chief, the Associate Editor shall issue all regular publications until the next regular meeting of the Grand Chapter.
(c) The Editor-in-Chief is authorized to appoint as many assistants as may be required to accomplish standard or special publications, provided such appointments shall not entitle the appointee(s) to any honors or privileges in the Grand Chapter not already possessed before such appointment is made. No remuneration shall be provided from National funds for such appointments.
(d) Nothing in this statute shall be construed to prevent the Grand Chapter from recognizing or rewarding any appointee(s) for extraordinary services.
(a) The Phi Chi DOODLEBUG QUARTERLY shall be the official newsletter of the Fraternity.
(b) The DOODLEBUG QUARTERLY shall be issued at times as judged appropriate by the Executive Trustees or the Editor-in-Chief.
(c) The DOODLEBUG QUARTERLY shall be issued as an electronic Newsletter to all members choosing to subscribe and providing valid contact information for receipt through the DIRECTORY.
(d) The DOODLEBUG QUARTERLY shall consist of persona, chapter and national fraternity articles submitted by members and Chapter Editors.
(e) Former members of the Fraternity who resigned of been expelled for any reason, shall forfeit all rights to continued receipts of the DOODLEBUG QUARTERLY.
(a) The Executive Trustees shall have general supervision over all the official publications of the Fraternity. They shall set the tone of materials published and in the event of any differences of opinion, render final decision.
(b) The Executive Trustees may authorize new publications whenever in their judgment the affairs of the Fraternity require them, provided sufficient funds exist to defray the expenses thereof.
(c) No deficit shall be created for the issue of any publication except the official publication, and for it only with the unanimous consent of the Executive Trustees.
(a) The Phi Chi CHRONICLES, the DIRECTORY, and/or the Phi Chi DOODLEBUG QUARTERLY shall be permitted to contain limited advertising, provided it is appropriate to and consistent with established medical ethics and policies.
(b) Rates for advertisements shall be recommended by the Editor-in-Chief and approved by the Executive Trustees, provided revenue from advertisements does not alter the publication's not-for-profit status and does not increase mailing costs.
