ARTICLE V -- THE OFFICERS
SECTION 1: The Grand Presiding Senior shall be the presiding officer of all sessions of the Grand Chapter. The Grand Presiding Senior shall open the session with an address which shall become a part of the records of the Fraternity, shall outline such laws as may be deemed essential to the welfare of the Fraternity, its organization and members, and shall serve as a member of the Executive Trustees. He or she shall perform such additional duties as shall be required by the Executive Trustees.
SECTION 2: The Grand Presiding Junior shall officiate in the absence of the Grand Presiding Senior and ascend to this office in case of death, disability or resignation of the Grand Presiding Senior between sessions of the Grand Chapter. The Grand Presiding Junior shall serve as a member of the Executive Trustees and perform such additional duties as the Trustees may require.
(a) The Grand Secretary-Treasurer shall be the chief executive officer of the Fraternity, acting under the authority of the Executive Trustees and shall be the official head of the Central Office of Phi Chi.
(b) Other duties shall include the recording of accurate minutes of all sessions of the Grand Chapter and the Executive Trustees and preserving them in a durable form. He or she shall also maintain files of all papers and documents for the inspection of the officers and members of the Fraternity: hold in custody the Great Seal of the Fraternity, affix the same to the proper documents according to the Statutes, holding in custody the minutes and all other books, records and documents pertaining to the Grand Chapter and Executive Trustees, sign all official documents including vouchers and disbursement checks; collect all the funds and revenues due the Fraternity and credit the same to the Bureau of Finance of the Central Office of Phi Chi; have supervisory powers over the chapters and members in the execution of the laws pertaining to the Central Office and to discipline said chapters in accordance with the provisions of this Constitution and the Statutes, be a member of the Executive Trustees and function as their secretary as well as secretary of all the Grand Chapter committees; maintain a complete directory file and issue or cause to be issued an official DIRECTORY; execute a bond in the sum to be determined by the Executive Trustees and paid for from the funds of the Grand Chapter. Detailed statements of the Fraternity's accounts shall be rendered by the Chairperson of the Executive Trustees by July 1 of each year and to the Grand Chapter Conventions at each session. The salary of the Grand Secretary-Treasurer shall be fixed by the Statutes.
(a) The Chairperson of the Executive Trustees shall preside at all meetings of the Executive Trustees and shall have general supervisory powers over the members thereof and delegate to them such powers not specified herein as is deemed necessary for the welfare of the Fraternity.
(b) The Chairperson shall also serve as Editor-in-Chief of the Phi Chi CHRONICLES and other official publications and shall issue the same as provided for hereinafter. All or parts of this responsibility may be delegated by the Chairperson to other members if an Editor-in-Chief is not elected separately as a Grand Chapter Officer.
SECTION 5: Additional offices and officers of the Grand Chapter as may be deemed necessary shall be created and their duties defined in the Statutes.
SECTION 6: All officers of the Fraternity upon assuming office shall take an oath of office as prescribed in the Statutes.
